Utilities wish to give franchisee to the prospective bidders for distribution of electricity in some of their big cities. Bidders will be responsible for the operation, maintenance and infrastructure development of the franchisee area. They will also have a fixed target for reduction of distribution losses from the present level to a certain level within certain years (as directed by the competent authority of the respective states). As a consequence bidders will like to know the capital expenditure necessary to achieve this target. This expenditure should be broken-up year wise so that it can be borne through reduced power purchase cost.
